It's easier to do when you have the DLC that starts you off with the mercenary grenade rifle, But even with just a pistol in decent condition you can sit atop the goodsprings cemetary and pick off radscorps for xp each.

Not to mention the mailboxes will start having skill mags later. Passing skills check, doing quests will net you more xp. Just be careful sniping from the top of the cemetary hill, Occasionally Deathclaws from near the yantze memorial will spawn in the valley if there's no more radscorps left..
